Public Health Program<\/strong>
Non-communicable diseases (NCDs) are the leading cause of death and disability in Bangladesh, representing a major public health concern. They account for approximately 70% of all deaths in the country, indicating a significant transition from communicable to chronic diseases. Under our public health program, we are actively working to support the development and strengthening of NCD-related policies in Bangladesh. Our key priorities for NCD prevention and control include:<\/p>

  • Introducing and implementing Front-of-Pack Labelling (FOPL) in Bangladesh<\/li>
  • Increasing taxes on unhealthy food products<\/li>
  • Regulating the advertisement of unhealthy products<\/li>
  • Promoting healthy diets through policy frameworks<\/li>
  • Ensuring sustainable financing for NCD control programs<\/li>
  • Adopting policies to encourage and promote physical activity<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

    Progress and achievement\u00a0
    <\/strong>FOPL:<\/b> The Government of Bangladesh decided to introduce Front-of-Pack Labelling (FOPL) on 04 March 2025. Under the global RECAP initiative, we have supported this effort through comprehensive policy research; sensitization meetings with policymakers and decision-makers; capacity-building initiatives for CSOs and legal professionals; as well as social media campaigns, media advocacy, and public awareness campaigns to build broad-based support.<\/p>

    Advertisement Control:<\/strong> On 14 December 2025, the government enacted the Safe Food (Advertisement and Claims) Regulations, 2025. Regulating the promotion of unhealthy foods is critical to addressing the rising burden of non-communicable diseases (NCDs). Actions such as limiting junk food marketing\u2014especially to children\u2014and setting standards for food reformulation can play a significant role in shaping healthier consumer choices. In support of these efforts, we carried out policy advocacy, research, and social media campaigns to advance stronger regulation of unhealthy diets.<\/p>

    Guidelines for Promoting Physical Activity:<\/strong> The government has adopted a guideline to promote physical activity. With support from WHO Bangladesh, CLPA has provided technical assistance to the Ministry of Health to develop and advance this initiative.

    UN Award :<\/strong> The Center for Law and Policy Affairs<\/span><\/span> (CLPA) has received international recognition through the United Nations Inter-Agency Task Force on the Prevention and Control of Non-Communicable Diseases (NCDs) Award 2024<\/strong>. This prestigious award, presented during the 79th session of the United Nations General Assembly in New York, honors organizations demonstrating outstanding contributions to preventing and controlling NCDs.<\/p>

    Push for Rapid Implementation of Front-of-Package Food Labeling to Protect Public Health in Bangladesh<\/strong><\/p>

    To promote public health, the introduction of Front-of-Package Labeling (FOPL) with clear warning symbols on food packaging is expected to raise awareness and discourage the consumption of products high in salt, sugar, and saturated fat.<\/p>

    A delegation from the Center for Law and Policy Affairs (CLPA), along with academic representatives, met with the Honorable Advisor to the Ministry of Food, Mr. Ali Imam Majumder, to urge the swift finalization of FOPL regulations.<\/p>

    The Advisor acknowledged the urgency of the matter and assured that the Bangladesh Food Safety Authority would be instructed to expedite the process. The delegation emphasized that clear and accessible nutritional information is essential to addressing non-communicable diseases and highlighted FOPL as a globally recognized, evidence-based solution.<\/p>

    With the draft design already prepared, the prompt implementation of FOPL regulations is seen as a critical step toward improving public awareness and encouraging healthier food choices in Bangladesh.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

    CLPA Engages with BFSA on Front-of-Package Labeling to Combat NCDs<\/strong><\/p>

    Nearly 7 out of 10 deaths in Bangladesh are due to non-communicable diseases (NCDs), largely driven by unhealthy diets high in salt, sugar, and saturated fat. Rising consumption of packaged foods, fueled by aggressive marketing and weak regulations, poses a serious public health threat.<\/p>

    On 29 December 2024, a delegation from the Center for Law and Policy Affairs (CLPA) met with Professor Mohammad Shoaib, Member (Food Industry and Production) of the Bangladesh Food Safety Authority (BFSA), to discuss front-of-package labeling (FOPL) as an evidence-based solution to help consumers make healthier choices.<\/p>

    Professor Shoaib highlighted ongoing initiatives to finalize FOPL regulations through stakeholder consultations. The CLPA team included Aminul Islam Bakul, Kamrunnisa Munna, Professor AFM Sarwar, and Kazi Tariquz Zaman Yen.<\/p>
