The Health Systems Strengthening CLPA program aims to advance universal health coverage by ensuring that all people have access to quality, affordable healthcare services without financial hardship. It emphasizes the enactment and effective implementation of comprehensive health safety laws to protect patients’ rights, regulate service standards, and promote accountability across the healthcare system. In addition, the program advocates for adequate and equitable budget allocation for the health sector, recognizing that sustainable financing is critical to improving infrastructure, workforce capacity, and service delivery. Through these strategic priorities, the CLPA program seeks to build a resilient, inclusive, and people-centered health system.

Health Rights Must Be Ensured in the Constitution

At a recent webinar, Farida Akhter emphasized the need to recognize health as a fundamental right in the Constitution of Bangladesh. She highlighted that human and animal health are interconnected and stressed the importance of safe food and proper nutrition.

Speakers at the webinar pointed out gaps in access, affordability, and quality of healthcare services. Dr. Abu Jamil Faisal underlined the need for clear healthcare entitlements, improved service quality, and greater public participation. Dr. Rumana Haque noted that insufficient public investment is forcing people to rely on costly private healthcare.

Concerns were also raised about gender inequality in healthcare. Samia Afrin called for stronger policy action to ensure equitable and rights-based healthcare for women.

The webinar concluded with key recommendations, including constitutional recognition of health rights, free primary and emergency healthcare, stronger accountability, and coordinated action among stakeholders.
