Syed Mahbubul Alam is a legal and policy specialist with more than two decades of experience in research, policy analysis, and advocacy in the areas of public health, environmental governance, and regulatory reform in Bangladesh. His work primarily focuses on tobacco control, environmental protection, climate change, and health policy, integrating legal expertise with evidence-based policy analysis to promote effective governance and institutional accountability.

He has contributed to both national and international research published in leading journals, including BMJ, Tobacco Control, and PLoS One, and has supported policy development and reporting processes related to global health frameworks, particularly the WHO Framework Convention on Tobacco Control (WHO FCTC). His work has helped inform legislation, regulatory measures, and advocacy initiatives addressing issues such as tobacco taxation, advertising restrictions, packaging and labeling requirements, regulation of smokeless tobacco, and emerging products like e-cigarettes.

 In addition to his research work, he has extensive experience providing legal and policy advice to government institutions, civil society organizations, and international partners. His areas of expertise include institutional governance, regulatory compliance, and procedural fairness. Through his consultancy roles, he provides independent legal expertise and professional representation to disciplinary panels, grievance and ethics committees, and whistleblowing committees of different organizations, ensuring that proceedings are conducted in accordance with organizational rules and policies, principles of due process, international administrative law, and recognized best practices of intergovernmental organizations.
