Nishat Mahmood is an Advocate of the Supreme Court of Bangladesh and a legal consultant specializing in public health law, environmental law, and policy reform. With extensive experience in litigation, policy advocacy, and legal research, she has been actively involved in strengthening legal and regulatory frameworks related to public health, tobacco control, food regulation, and environmental protection in Bangladesh.
She currently serves as the Legal Advisor at the Center for Law and Policy Affairs (CLPA) and Member Secretary of the Public Health Lawyers Network, where she contributes to national policy advocacy through legal research, analysis, and engagement with key stakeholders. She has also worked as a legal consultant and researcher with organizations such as the National Heart Foundation, Dhaka International University, and BRAC.
Her work includes preparing policy briefs, drafting legal comments on proposed legislation, and contributing to policy reforms related to Front-of-Pack Labelling (FoPL), tobacco control, prevention of non-communicable diseases, and environmental compliance. She has also been involved in several Public Interest Litigations (PILs) addressing environmental and public health concerns before the High Court Division of the Supreme Court of Bangladesh.
Ms. Mahmood has authored and co-authored several research publications and policy reports on public health law and governance in Bangladesh. Her work has been published by the Center for Law and Policy Affairs and in national newspapers, contributing to evidence-based discussions on health rights and regulatory reform. She holds an LL.M. in International Trade Law, an LL.B. (Honours) in English Legal System, and was called to the English Bar in the year 2011 by the Hon’ble Society of Lincoln’s Inn.
